| Information relating to the examination, clarification, evaluation, and recommendation for the Bidders shall not be disclosed to any person not officially concerned with the process. |
| DoT will treat all information submitted as part of Proposal in confidence and would require all those who have access to such material to treat the same in confidence. |
| DoT will not divulge any such information unless it is ordered to do so by any authority pursuant to applicable law or order of a competent court or tribunal, which requires its disclosure. |
| Prior to evaluation of Proposals, DoT will determine whether each Proposal is responsive to the requirements of the RFP. A Proposal shall be considered responsive if the Proposal: |
| To facilitate evaluation of Proposals, DoT may, at its sole discretion, seek clarifications in writing from any Bidder regarding its Proposal. Additional documents to substantiate based on clarifications sought may be sought to ensure reasonable evaluation of Proposals submitted. |
